Paytm.com – Unlawful Return fund policy

Please go through my experience with paytm and kindly interfere into this matter urgently.

08th Jan 2016 – Ordered Dell Inspiron 3542 (Core i3-4005 4th Gen/4GB/1TB/39.62 cm (15.6)/Win8.1) (Black) on paytm site for Rs. 29479 (Laptop – 29399 + shipping charges 80). Order was confirmed. I paid via Credit card. Seller was PADMAVATHI ENTERPRISES. along with a Laptop bag for Rs 650 (shipping 20 RS). So altogether the total amount came is Rs.30149. This was purchased via ICICI Credit Card.
There was a cashback of Rs. 4410 for the laptop in this order.

The laptop bag was cancelled and they refunded the amount to paytm wallet instead of bank account. Reason was that it took long time to ship.

16th Jan 2016 – I received the product and found it was not working. I purchased it only after making sure that my pin code was found deliverable area. And the courier Xpress bees were not ready to provide me home delivery even after my home address was situated within 1 km area they were providing the delivery. Finally i need to go to them and pick it up from them. And when i found the item not working, i asked for return/refund. They came to my address and picked it up from my address. It was some other courier named gojavas.

Actually i think this sale was not completed as i received a damaged product and paytm need to provide full amount refund to me. But what they did was that they only credited Rs.25069 to my bank account and the balance 4410 rs was credited to paytm wallet.

I like to know whether this kind of refund is lawful or not?

My problem continued as i made another purchase with paytm.com for the same product later on 21st January 2016.
seller was Joshy enterprises.

I purchased it via Credit Card of icici bank for Rs.33940. Since the amount is too big, i converted the amount to emi while purchase. This time also i checked and found that my address was deliverable. i had a cashback offer for Rs.6788 for this order.

what happened is the courier person denied delivery to my home address and he updated the tracking details as “Consignee Refused to Accept” and they returned the product to seller after keeping them for 5 days. I contacted paytm via email many times regarding this and i didnot got any reply on this yet.
The Courier was Xpressbees. They returned 3 more other products also telling the same reason but for these small items they put the comment as “Out of delivery Area” while only in the case of laptop they made wrong entry.

As the paytm wallet balance would cross Rs 10000 for the month, they didnot credited me the cash back.

Later when they processed the return and refund. They credited me Rs.6788 on paytm wallet. This was done only on next month (February 2016 ) and Rs27232 to my back account.

So what happened to me now is that I need to pay EMI for the bank for Rs 33940 as they credited back only 27232 on back (Reversed payment not equal to actual payment made earlier).

So i neither got the laptop and i need to pay emi to bank for the laptop i ordered on paytm.

I request you to please take appropriate action against the paytm for not responding to my customer queries on time and also for negligence of Courier Xpress bees for not delivering the item to said pincode which was serviceable. Also please take action on paytm for not refunding the full amount to bank.

Please advice.
