Lodha Dewellers Pvt Ltd – Complaint regarding Civic Governance Charges by Lodha Builders

I Rakesh Chanana, am a resident of Navi Mumbai, Maharashtra.
I wish to lodge complaint against M/s Lodha Dewellers Pvt Ltd for demanding money towards a cost head -Civic Governance charges, shown as Nil per our registered ‘Agreement for sale’ & other few details as given hereunder.
I booked a flat with builders of repute ‘Lodhas’, operating in name of M/s Lodha Dewellers Pvt Ltd , address- Lodha Excelus, N M Joshi Marg, Mahalaxmi, Mumbai-400 011 at their project Casa Bella Gold, Palava, Dombivili, Maharashtra, in March,2010. We agreed on all the costs payable referred in their cost sheet & booking was confirmed to me. I had been honoring all my due payments as per demands raised per construction linked plan & have made consolidated payments equivalent to almost 92% of the total cost of the flat, last installment demanded & paid on 6.1.2012-no demand/possession received thereafter.
I have following grievances against the builder;
1. I was in receipt of a letter dt 23.5.12 copy enclosed, from Lodhas wherein they said- Rs. 59,292/- shall be payable towards Civic Governance charges on possession. These charges were not told & agreed amongst us at the time of booking. These charges have been shown as ‘Nil’ in the signed & registered agreement for sale, refer page 15 of the agreement attached, further company officials confirm that these charges were inadvertently ignored at the time of drafting the agreement & hence being charged now.
I had been consistently denying this payment but the company officials confirm that the possession, whenever due, shall not be done unless these charges are paid(kindly refer mail trail for complete communication).
2. The Lodhas has already charged me Rs 1.08 lacs towards the parking charges by cheque in name of M/s Nakoda Enterprises, for which No receipt has/will be issued to me.
3. Possession of the flat was promised to me in Dec,12 (as the date stated in agreement) which has not happened till now. On enquiring we get dates of the near future, never to materialize.
I would request your help & intervention towards a fair deal for taking a peaceful possession of this flat.
