Asking for utility charges without any use of membership

I have paid 50000 rs and joined joywe holiday Pvt ltd membership program. At the time of joining nobody asked for extra utility charges or service charges for every year. Now I want to go to holiday then they are asking to pay utility charge of 10000rs first. I have not used my membership yet because serval time I tried to book they rejected aying booking are full. Now they are asking to pay again.i have purchased 3 year membership.
Joywe holidays company totally farud,i pay 41500 rupees for vacations,I think they will give best service for 3 year but they are not booked atleast one vacation for me and now they demand 7000 for this year for renewal of this, give me tension only, i want justic and refund my money
