car – cheating by car dealer

We contacted Sai Motors on 21.3.15 for the purchase of Maruti Alto . As per communication a meeting was fixed the following day on 22.3.15 to check wth the details of the vehicle. We were not allowed to drive the vehicle on the pretext of non-availability petrol in the vehicle. We requested for a proper check up by a mechanic the following week which was agreed by Mr. Ashish Walia . On the basis of negotiation a deal was fixed & the vehicle DL 2C AK 7047 was finalized for purchase at 1 lakh 35000 Rupees. Dealer Ashish Walia demanded an advance against which Rs 500/- was handed over with a condition that some more amount will be handed within 5 to 5.30 p.m. in the evening. But Ashish Walia refused & insisted on sending a person along with us to our residence at Ashram to collect a cash amount of Rs 10,000 immediately. A cash payment of Rs. 10,000 was handed over to his representative Lal Singh with a receiving . Next day a call was received from the financer about the loan, but since myself was busy with an important schedule at my workplace I requested to wait till weekend for handover of all the papers requested for loan processing. The financer immediately called up Asish Walia who in return called back & told me to handover all papers anyhow the same day . I requested for some time but he flatly refused & was very rude over the phone. Hr threatened that I must handover the paper anyhow on 23.3.15 latest by 9 or 10 p.m. or even after that or else the deal will be cancelled.
Next afternoon I visited Sai Motors with a motor mechanic to check with the vehicle but Ashish Walia refused to handover the keys saying that the keys are not available with him. How is it possible that the keys of the vehicles are not with the owner but with a labour who has taken them home during day time. He promised that the vehicle can be checked the following day (24.3.15). A request was made that the vehicle will be collected latest by 28.3.15 or 29.3.15 against total payment. Ashish Walia refused & misbehaved saying that the vehicle will not be handed over to us if not collected by 24.3.15 Since we have a busy schedule we are free only at the weekends hence repeated requests were made to wait till next 4-5 days but he continued to deny & misbehave saying that the advance money (Rs 10,000) will not be returned back neither the vehicle will be handed over after 24.3.15. There is still no communication from them & the amount has also not been returned.
Since I have been harassed threatened & also subjected to misbehavior, I demand
1) Strict action on this dealer
2) Refund of the advance amount of Rs.10,000 paid
3) A compensation of Rs.50,000 for the harassment, mental pressure created
4) Blacklist this dealer from Car trade
