Booking advance is not refunded on cancellation

I booked a flat in Hiren Wahen Hicliff during May 2014, it was promised that construction would begin from August 2014 onwards. But nothing happened till January 2018. Therefore, I cancelled my booking. I got a confirmation that my advance amount would be refunded within 3 months. But it has been over a year and I am yet to get the refund. The builder promised to return my amount with interest and wait for a while. Let alone returning my money, he has blocked my number and is no longer communicating with me.
