Central Railway – No refund on TDR filed

I have filed TDR against PNR no. 6334683842 with reason Train Late More Than Three Hours and Passenger Not Travelled. I have filed TDR (Filing Date: 20-Oct-2014 09:45:48 HRS) for my e-ticket whose PNR no. 6334683842 before actual departure and after chart preparation. As train was firstly re-schedule to 11 hrs 15 min from its source i.e. Asansol Junction whose Schedule departure was 19-Oct-2014 19:45 Hrs. and after that second time again rescheduled (15 hrs 15min) and then its expected departure time was 20-Oct-2014 11:00 Hrs. Chart was prepared at 20-Oct-2014 09:30 hrs. I have mailed several times to IRCTC but they were always refusing to refund giving reason that train was not late on that date (19-Oct-2014) as per their system. They have also told me that case had been forwarded to railway department. But still no reponse help me out and guide what to do?
