Ebay.in – Directly disagree to submit my retuen req

I had purchased shoes from eBay.in. and I have problem with quality and fitting issue. But due to their policy they are not accepting my return request. Mostly customer have these three issue “fitting , quality and damaged. And eBay.in do not provide return policy in these basic issues due to their policy. I accept their policy but there is no description about their policy on the website. If there is so why do I purchase. I called customer care approx 20 times. But they are saying that talk to the seller. I also talked to seller but he said he can not help me directly without any eBay claim. Please help me . Shoes quality is bad and fitting issue.
